The petition is disposed of as infructuous, and no mandamus is issued.
Summary
The petitioner, Laxman Ram, filed a writ petition seeking a mandamus directing the Additional Collector, West Champaran, to dispose of a pending Jamabandi correction case, invoking Section 9 of the Bihar Land Mutation Act and Rule 13(5) of the Bihar Land Mutation Rules, which prescribe a 14‑day notice period that had already lapsed. The petitioner later argued that the grievance had been resolved over time, rendering the petition infructuous. The court considered whether the mandamus relief was still appropriate and whether the petition could be withdrawn as moot. It held that the passage of time and the resolution of the issue made the petition infructuous. Consequently, the court permitted the petitioner to withdraw the petition and disposed of the writ petition as infructuous.
