Holding

The petition is disposed pending the Department's consideration of the petitioner’s representation, without a substantive order on the blacklisting.

Summary

The Medhavi Foundation, a company, filed a writ petition challenging a letter dated 27.11.2025 issued by the Bihar Skill Development Mission that blacklisted the company for two years without, it alleged, considering the facts. The petition sought a certiorari to quash the blacklisting. The Court observed that the petitioner had already made a representation to the Youth, Employment and Skill Development Department, which was pending consideration. Accordingly, the Court directed the Department to consider the representation and decide within two weeks after giving a hearing to all stakeholders. With this direction, the Court disposed of the writ petition.
