The Court directed the Vice‑Chancellor to dispose of the pending representation within six weeks, after hearing, and to issue a reasoned order, without granting the broader mandamus reliefs.
Summary
Ram Naresh Pandit filed a writ petition seeking mandamus to direct the State of Bihar and B.R. Ambedkar Bihar University to lift bans on the college's bank accounts, consider his representation, and resolve a student union dispute. He had earlier submitted a representation on 26‑01‑2026 to the Vice‑Chancellor, which remained pending. The Court, with the parties' consent, disposed of the petition by directing the Vice‑Chancellor to dispose of the pending representation within six weeks, after giving the petitioner a hearing, and to issue a reasoned order. The Court further ordered that if the petitioner is found entitled to the relief sought, it should be granted within two weeks of the final order. All other interlocutory applications were deemed disposed, and no further mandamus was issued.
Issues considered
- Whether the Court should issue mandamus directing the respondents to lift the ban on the college's bank accounts and consider the petitioner's representation.
- Whether the Court can direct the Vice‑Chancellor of B.R. Ambedkar Bihar University to dispose of the pending representation within a fixed time and after a hearing.
