Holding
The writ petition was dismissed due to procedural defects in service and unauthorised alterations.
Summary
Petitioner Niranjan Kumar filed a civil writ petition before the Patna High Court. The Court discovered that the copies of the petition served on the State of Bihar and on the other respondents were not identical, and that unauthorised cuttings or alterations had been made to the petition without the Court's permission. Because of these procedural irregularities, the Court held that the petition was defective. The Court dismissed the writ petition, but granted the petitioner liberty to file a fresh petition that complies with the High Court Rules. No substantive merits of the petition were considered.
