Holding
The petition is disposed as the Collector had already passed a reasoned order addressing the grievance.
Summary
Dr. Prakash Chandra Sinha filed a writ petition seeking liberty to raise his pending grievance over non‑payment of honorarium for the period April 2022 to December 2023 before the District Magistrate and Civil Surgeon of Gopalganj. The opposite parties, comprising various officials of the State Health Department and the Indian Red Cross Society, submitted that the Collector of Gopalganj had already issued a reasoned order on 20‑12‑2024 in compliance with an earlier court direction. The petitioner argued that despite that order, he still needed permission to approach the district authorities for the payment. The court noted the existence of the Collector’s order and found no further relief necessary. Consequently, the petition was disposed without granting the requested liberty.
