Holding

The court granted the petitioner liberty to file a writ petition challenging the order and disposed of the contempt petition.

Summary

Anil Kumar filed a contempt petition against the State of Bihar, the Principal Secretary of HRD, the Vice‑Chancellor and Registrar of Purnea University alleging non‑compliance with a prior court order. The Vice‑Chancellor appeared, offered an unconditional apology for earlier abrasions, and informed the court that a reasoned order dated 14‑March‑2026 had been passed complying with the court’s directions. The petitioner’s counsel sought liberty to challenge that order by filing a writ petition. The court examined whether such liberty could be granted and whether the contempt petition should continue. It held that the petitioner should be allowed to file a writ petition to challenge the order and consequently dismissed the contempt petition. The matter was thus concluded with the contempt petition disposed of.
