Holding

The applicant lacks the authority to intervene, leading to dismissal of the interim application.

Summary

The High Court considered an interim application filed by Mr. Kiran G. Kulkarni seeking the Court's intervention in Suo Motu Public Interest Litigation No.3 of 2023, alleging that the Thane Municipal Corporation was carrying out illegal demolition exercises. The Court examined whether the applicant, appearing in‑person, possessed the requisite locus standi to intervene in the PIL. Counsel for the corporation informed the Court that the demolition activities had been halted on 6 April 2026. The Court found that the applicant did not have the authority to address the matter. Consequently, the interim application was dismissed, and the PIL was allowed to proceed on its own course.

Mr. Kiran G. Kulkarni, the applicant who appears in-person
has filed this interim application seeking intervention in the public

carried out by the Corporation. However, we think that the
applicant in-person does not seem to have any authority to address
                      the Court.

counsel for the respondent no.2- Thane Municipal Corporation that,
the demolition exercise has been stopped on 6 th April 2026.
                      3. The Interim Application is dismissed.
