DISPOSED OFF

Holding

The Court held that Respondent No.3 must forward the petitioner's proposal to Respondent No.2, which must decide it on its merits within the stipulated time.

Summary

The petitioner, Pravin Hanumant Kumkar, submitted a proposal on 16th March 2026 through the Head Master, which was pending consideration by Respondent No.3. The petition sought judicial intervention to ensure the proposal was acted upon. The Court examined whether the administrative authority (Respondent No.3) was obligated to forward the proposal to Respondent No.2 for decision. In the absence of any substantive dispute, the Court directed procedural compliance. Respondent No.3 was ordered to forward the proposal to Respondent No.2 within four weeks of receiving the order. Respondent No.2 was further directed to decide the proposal on its merits within eight weeks of receipt.
