RIYAZ YUSUF SAYYEDversusTHE COLLECTOR OF STAMPS AND JOINT DISTRICT REGISTRAR , CLASS-1, SOLAPUR AND ORS

Holding
The Court held that the petitioner may reapply for the stamp vendor’s license and the respondents must consider the application expeditiously, not being bound by the 1996 and 2019 orders.
Summary
The petitioner, Riyaz Yusuf Sayyed, sought relief to reapply for a stamp vendor's license that had been cancelled in 1996 but the cancellation was not communicated to him until 2019. He contended that he had been acquitted of the criminal charges that led to the cancellation. The respondents, the Collector of Stamps and others, were asked to consider his fresh application without being bound by the earlier cancellation orders. The Court examined whether the petitioner was entitled to a fresh license despite the prior cancellation and whether the respondents could be directed to disregard the 1996 and 2019 orders. Relying on the petitioner's acquittal, the Court permitted the petitioner to apply anew and instructed the respondents to process the application expeditiously and in accordance with law. The petition was disposed with liberty to the petitioner to seek the license.
