Holding

The court directed the petitioner to file a detailed representation within a week and the BSEB to adjudicate the representation within two weeks, thereby disposing of the writ application.

Summary

The petitioner, Rohit Kumar, filed a writ petition seeking a mandamus directing the Bihar School Examination Board (BSEB) to consider his objection form filed through the official portal for the Secondary Teacher Eligibility Test (STET) 2025, rectify alleged evaluation anomalies, and issue a revised answer key. He alleged that despite providing authoritative answers, he was awarded only 57 marks and that objections on 27 questions remained unadjudicated, with the board failing to apply the normalization process advertised in PR 218/2025. The BSEB contended that the petitioner should file a detailed representation in light of the court’s order, after which the board’s experts would adjudicate the objections. The court held that the petitioner must file a comprehensive representation within one week, raising any normalization issues, and that the board must decide the representation within two weeks. Accordingly, the writ application was disposed of without granting mandamus, with procedural directions issued to both parties.

Issues considered

  • Whether the Bihar School Examination Board is obligated to consider and adjudicate the petitioner’s objection form and provide a revised answer key under the STET 2025 regulations.
  • Whether the petitioner must first file a detailed representation before the board can adjudicate the objections.
  • Whether the principle of normalization as per Advertisement PR 218/2025 applies to the petitioner’s case.

submitted that objections in respect of 27 questions, along with

authoritative answers, have already been submitted; however,
