Holding

The court directed the petitioner to file a detailed representation and ordered the Vice‑Chancellor to adjudicate the promotion claim within two months, thereby granting the relief sought.

Summary

The petitioner, Dr. Sanjeeb Shankar Singh, applied for promotion from Associate Professor to Professor at B.N. Mandal University after meeting the eligibility criteria under the university's 2018 C.A.S. Promotion guidelines. His application, submitted on 21‑02‑2024, was not approved, and a subsequent representation on 08‑07‑2025 also received no consideration. The petitioner filed a writ petition seeking a directive for his promotion. The university contended that the petitioner had already submitted the required representation and that the matter should be decided in accordance with law. The High Court ordered the petitioner to file a detailed representation within two weeks and directed the Vice‑Chancellor to adjudicate the claim within two months, extending any benefits due. The writ application was consequently disposed of.

Issues considered

  • Whether the university is required to consider and decide the petitioner's promotion application in accordance with its eligibility criteria.
