Holding

The contempt petition is disposed of, with the petitioners granted liberty to file a representation within four weeks.

Summary

The petitioners Bhargav Kumar and Arun Kumar filed contempt petitions against the State of Bihar and officials of the Education Department and Kameshwar Singh Darbhanga Sanskrit University, alleging non‑compliance with earlier court directions. The State contended that it had complied with the directions, releasing all admitted dues after TDS deduction. The petitioners did not dispute the facts but sought liberty to file a representation concerning any pending grievance. Justice Ajit Kumar held that the State had indeed complied and therefore the contempt petition could be disposed of. He granted the petitioners a four‑week period to file the appropriate representation, after which the court will pass an order on any remaining grievance within two weeks. All interlocutory applications, if any, were also disposed of.

Issues considered

  • Did the State of Bihar comply with the directions issued by the Court?
  • Is there a contempt of court for alleged non‑compliance?
  • Should the petitioners be granted liberty to file a representation for pending grievances?
