Decided

Holding

Dr. T.C.A. Anant is appointed as Technical Consultant to the National Task Force and the Ministry of Education must provide the requisite support and remuneration.

Summary

The petitioners, Amit Kumar and others, filed an interlocutory application in Criminal Appeal No. 1425 of 2025 seeking the appointment of Dr. T.C.A. Anant, former Chief Statistician of India, as a Technical Consultant to the National Task Force tasked with analysing survey data on student mental health and suicide prevention. They also requested that the Ministry of Education provide necessary administrative support, infrastructure, data access and appropriate remuneration to Dr. Anant. The Court examined whether any legal impediment existed to such appointment and considered the importance of expert scientific analysis for the Task Force’s objectives. Finding no statutory restriction and emphasizing the need for expert input, the Court directed that Dr. Anant be appointed immediately and that the Ministry issue the appointment order, extend the required support, and pay remuneration in accordance with prevailing norms. Consequently, the interlocutory application was disposed of with the said directions.

Issues considered

  • Whether the Court can direct the appointment of Dr. T.C.A. Anant as Technical Consultant to the National Task Force.
  • Whether the Ministry of Education must provide administrative support, infrastructure, data access and remuneration to the appointed consultant.
