         The applicant shall prefer an application before the
competent authority for the purpose of filing an appeal. The
competent authority shall decide the same as expeditiously as
possible. In case of any adverse order not granting the leave, it
would be open for the applicant to prefer an appropriate
application before this Court. With the aforesaid directions,
the present application stands disposed of accordingly.
