Holding
The Court allowed the writ petitions and ordered the Scrutiny Committee to issue validity certificates to the petitioners of the Mannervarlu Scheduled Tribe.
Summary
The petitioners, members of the Surewad family, claimed belonging to the Mannervarlu Scheduled Tribe and sought validation of their caste certificates. Their applications were rejected by the State's Scrutiny Committee, prompting multiple writ petitions before the Bombay High Court, Aurangabad Bench. The Court noted that a relative, Shankar s/o Laxman Mali, had successfully challenged a similar refusal in a separate writ petition (Writ Petition No. 4889 of 2024). Relying on that precedent and the absence of any dispute over the petitioners' relationship to the validated relative, the Court chose to dispose of the present petitions without detailed factual analysis. Consequently, the Court allowed the writ petitions and directed the Scrutiny Committee to issue validity certificates to the petitioners, subject to any future reopening of the validation proceedings.
Issues considered
- Whether the refusal of the Scrutiny Committee to grant caste certificates to the petitioners belonging to the Mannervarlu Scheduled Tribe violates their constitutional and statutory rights.
- Whether the validation of the petitioners' caste certificates can be inferred from the earlier judgment granting validation to their relative Shankar s/o Laxman Mali.

3. Without going into the merit and the factual matrix, we propose
to dispose of these writ petitions, since the petitioners’ distinct relative
namely, Shankar s/o Laxman Mali @ Surewad whose writ petition has
been allowed by this Court and since there is no dispute with regard to
the relationships of the petitioners with that validity holder, we are
inclined to allow these Writ Petitions. Hence, following order :

certificate to the petitioners of Mannervarlu, Scheduled Tribe
