Holding
The court held that the contempt petition is to be recorded, accepting the FIR and the allegation of non‑compliance, and therefore consigned the application to the record.
Summary
The applicant, Arvind Kumar, filed a contempt petition alleging that the respondents, Smt Arti Singh and another, failed to comply with an order issued in Civil Misc. Writ Petition No. 52588 of 2014 (Razeena Bano & Another Vs. State of U.P. and 3 others). The court noted that an FIR (No. 0210 of 2026) dated 04‑09‑2026 had been produced and that the allegation of non‑compliance was not contested by the applicant’s counsel. The judge ordered that a copy of the FIR be served on the applicant’s counsel. The court then recorded the instructions as Appendix‑Z and consigned the contempt application to the record for further consideration. No substantive hearing on the merits of contempt was undertaken, and the matter was left pending in the court’s docket.

- Does the alleged non‑compliance with the order in Civil Misc. Writ Petition No. 52588 of 2014 constitute contempt of court?
- Is the FIR filed on 04‑09‑2026 sufficient to support the contempt proceedings?
