Holding
The Court directed the respondent to decide the pending revision expeditiously within eight weeks, without expressing any view on the merits.
Summary
Petitioner Phool Chandra filed a writ petition seeking a mandamus directing the second respondent to decide a revision filed under Rule‑23 of the U.P. Police Officers of the Subordinate Rank (Punishment and Appeal) Rules, 1991. The petitioner argued that the revision was pending and required expeditious disposal. The Court, after hearing counsel, declined to opine on the merits of the underlying revision but ordered the respondent to decide it within eight weeks, without unnecessary adjournments, after a certified copy of the order is produced. The direction was issued to ensure timely administrative action. The petition was consequently disposed of with the mandated deadline.
Issues considered
- Whether the High Court can issue a writ of mandamus directing the respondent to decide a pending revision under Rule‑23 of the U.P. Police Officers of the Subordinate Rank (Punishment and Appeal) Rules, 1991
